Victory Gardens exists for a reason no other Morris County municipality can claim. In 1941 the federal government put up a 300-unit housing project on about 91 acres to house defense industry workers, and the streets were laid out and named for United States presidents. Residents later voted to break away from Randolph Township, and the borough was incorporated on June 20, 1951. At 0.15 square miles it is the smallest municipality in Morris County by both area and population, and the most densely populated.
